Binary package hint: gnome

I try to change the default (US) keyboard layout so as to swap CTRL and
CapsLock.  I click ¨apply the change systemwide¨.  I close the dialog.
I log out and back in.  I restart the computer.  But the changes never
take effect: Caps is still the big key in a convenient location, and
CTRL is still a small key that´s impossible to reach.
