[Bug 462515] [NEW] Port select-editor from debianutils to sensible-utils

Public bug reported:

Binary package hint: sensible-utils

The ubuntu-specific tool select-editor should be moved to sensible-
utils.  During karmic, all the sensible-* scripts moved to their own
package (but debianutils didn't get merged, so sensible-utils never got
depended-on).

Since select-editor is closely related to sensible-editor, it should
probably live in the same package.  Debdiff attached.

This is obviously a lucid task.
