Marking as "Won't Fix". The profiles are shipped as conffiles. If a user
flips a complain-mode only profile to enforce, I think the user should
be expected to understand the question when prompted for a merge. This
is the nature of packaging and the alternative is to make these config
files and most likely miss or ignore all kinds of corner cases when we
try to reimplement the safe-conffile handling. If we decide to move away
from conffiles, that discussion should really be in a specification and
discuss at length at a developer summit. AFAIC, using conffiles is
likely the best alternative in the short-medium term.
