[Bug 456356] [NEW] enable wireless is not available in pop up on network applet

Public bug reported:
the network applet pop up menu does contain the 'enable wieless' choice, but it is not availble to be ticked on (grayed out).
this happens after the network was switched off and is not switched on again (hardware).
there is no othe place to enable wireless - thus this is necessary.
