This bug was fixed in the package policycoreutils - 2.0.69-2ubuntu3

  * policycoreutils/restorecond/restorecond.c: handle inotify changes
    if 2.6.31 to fix 100% CPU in restorecond, thanks to Caleb Case and
    Martin Orr (LP: #455739).
