Alright, I have spent some more time looking around this and I got
things working:

italc is using a resource file for the translations and the icons and
the Chinese translation was not included in there, probably because it
was not 100% completed. My colleague Jason Wu has terminated the
translation (attached) and I have included his work in the resource
file, recompiled and now everything is working, we just need to

1. publish zh_cn.ts (from ima/resources)
  lrelease zh_cn.ts -qm zh_cn.qm
  

2. in ima/italc.qrc, add:
  <file>resources/zh_cn.qm</file>

recompile (I know nothing about compiling so I just run make clean &&
./configure && make but there is probably a more efficient way)
