A temporal workaround is reinstall the jaunty packages involved (downgrade):
sudo dpkg -i speech-dispatcher_0.6.7-0ubuntu4_i386.deb 
sudo dpkg -i python-speechd_0.6.7-0ubuntu4_all.deb 
 sudo dpkg -i gnome-orca_2.26.1-0ubuntu1_all.deb 

I try hold this packages for update, but it don't work.
sudo aptitude hold gnome-orca python-speechd speech-dispatcher

Each time that I upgrade I have to do this. Please fix this bug soon.
