[Bug 447082] [NEW] noip2 slows shutdown process

Public bug reported:

Binary package hint: no-ip

No-ip2 is running and starting as normal but on shutdown the system
hangs with this onscreen:

* Stopping kerneloops catching service kerneloops
* Stopping No-IP.com dynamic address update noip2

for about 30 seconds, after this the system continues a normal speed
shutdown like disabling swap etc.

Can this be sped up in some way?
