[Bug 446639] [NEW] Non-breakable space input setting conflicts with Alt+Space layout changing

Public bug reported:
Setting 'Using space key to input non-breakable space character' to
anything but 'Default' in Keyboard Preferences disables ability to use
Alt+Space to change layout.
— What you expected to happen
3rdLevelKey+Space inserts NBSP character, Alt+Space toggles layout
— What actually happened
3rdLevelKey+Space inserts NBSP char, but Alt+Space does NOT toggle layout
— The minimal series of steps necessary to make it happen, where step 1 is "start the program"
1. Check the Alt+Space layout switching option at 'Layout Options' dialog
2. Check anything but 'Default' under 'Using space key to input non-breakable space character'
3. Optionally choose a key to activate 3rd-level (even without that Alt-Space becomes disabled)
4. Hit Alt-Space to see that the layout doesn't change
