[Bug 440237] [NEW] Copy of ID3 tag V2 to v1 behavior not consistent in tagtool

Public bug reported:

Binary package hint: tagtool

When viewing the V2 ID3 tag a file in Advanced Mode using tagtool, the
shortcut to copy the V2 of the tag to V1 doesn't work. It creates the V1
tag if it doesn't exist but it doesn't fill it up.

This is because of an "if" check that in my opinion make no sense.

I have a included a patch to fix the issue. I haven't found any
shortcomings of my very simple solution and I use this application a
lot.

The upstream seems to be gone as I couldn't find it and the site
mentioned on the files isn't working anymore.

I hope that can be solved for Karmic already... :)
