[Bug 490163] [NEW] enet/time.h clobbers /usr/include/time.h when using pkg-config --cflags

Public bug reported:

`pkg-config --cflags enet` gives:

  -I/usr/include/enet

After that, any code that needs the system time.h picks up enet's
time.h.
