[Bug 490079] [NEW] Desktop Keep Aligned is always checked after restart

Public bug reported:

I unchecked "Keep aligned" on the desktop context menu, but whenever my
computer is restarted, it is checked again. This is not an urgent bug,
it's just annoying :-)
