Explanation of the Ubuntu delta and why it can be dropped:

Debian has incorporated the only ubuntu change. So can be synced again.

Changelog since current lucid version 1:3.2.3-3ubuntu1:

dhcpcd (1:3.2.3-4) unstable; urgency=low

    * Comment out dodgy declaration of __u64.  (closes: #544679)
    * Conflict with dhcp3-client. (closes: #485484)
    * Fix location of config file in dhcpcd man page. (closes: #485483)
    * Allow spaces in OPTIONS. (closes: #534561)
    * Remove obsolete pid-file management from wrapper
