[Bug 346951] Re: freeciv: ctrl mouse1 does not work

1. it is a bad idea to have useful stuff on alt+mouse because it is
shadowed by default.

2. ctrl-mouse1 turns the mouse into a circle and the circle is gone on
the next click. I have no idea what that means.
