Please sync libmdsp 0.11-9 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
All changes have been incorporated into latest debian package.
Consult changelog below.

libmdsp (0.11-9) unstable; urgency=low

  * Standards-Version: 3.8.3
  * COMPAT=5
  * Taken from Ubuntu:
    - Added ${misc:Depends}
    - Added gcc-4.4 fix from Alfonso Cepeda Caballos
    - Added Section field
    - Added README.source
