Public bug reported:

Please sync binutils-avr 2.20-2 (universe) from Debian squeeze (main)

Explanation of the Ubuntu delta and why it can be dropped:

1) Ubuntu Lucid has 2.20 now so we can remove binutils source tarball.
2) We can also re-enable binutils source package as build-dependency.
3) No more necessary to disable fortify gcc options (-Wno-format-security and -U_FORTIFY_SOURCE)
   so we can also close bug LP: #301732
