I will discuss this change in Debian Java mailing list. Since Debian has also switched to openjdk as default-jdk if this change gets implemented there we don't have to maintain Ubuntu specific change.
Meanwhile you can use '--no-install-recommends' option for apt-get to install libitext-java without the recommends.
