Anyway thanks for finding this. The dependency to python-qt4 is missing
in the package. I've updated the package in the PPA, it's currently
building but should be available soon. But you can just install python-
qt4 yourself.

As Scott said please don't report PPA problems to the official Debian
package. But in the case of my Picard packages you can report problems
and bugs against the Picard project itself
