[Bug 484441] [NEW] intermittently fails to load all components of webpage

I realize that this will be almost impossible to troubleshoot, but it is
getting to be an issue with most users on my network.

Sometimes when pulling up a website it won't load right. Most of the
time it seems like the CSS is not loading, but once in awhile there will
be an image (or a few images) that don't load. Most of the time
everything will look as intended after a refresh (F5), sometimes it will
take 2 or 3 refreshes.

I have tested in Firefox and IE with the same results.

I can't find anything in the dansguardian access.log. Is there some sort
of error log I can setup?
