[Bug 483817] [NEW] Windows cannot be dragged from a lower primary screen to a top screen

Binary package hint: xfce4
If you configure two displays with twinview so that one is on top of the
other and the lower screen is your primary one, you cannot drag windows
from the lower screen to the top one. In fact, I can;t find a way to get
applications to appear on the top screen at all, though the mouse cursor
will go there and right-clicking brings up a menu etc.
