[Bug 483501] [NEW] Transmission restarts with direct download though closed in status "paused"

ubuntu 9.10, 1.75-0ubuntu2 =Transmission 1.75 (9117)

If you have one oder more unfinished torrents, click "pause torrent" and
quit application, shut down and restart computer, start a new gnome
session, transmission will have forgotten the status "paused" and
restart with direct download/upload.

I expect: status at quit application = status at restart of application

What happens instead: with a new session, transmission has forgotten
status "paused" for unfinished torrents and restarts with active
download/upload.
