[Bug 483100] [NEW] debsums reports changed /var files

Public bug reported:

Binary package hint: debsums

/var files normally were changed. So debsums should only report changed
/var files with -a option.

Steps to reproduce:
1. Edit a file in /var, which is shipped with a debian package
2. Run debsums -c

Actual Result:
debsums will report the file in /var

Expected Result:
debsums should ignore the file in /var
