So I just noticed in Karmic when I tried to run:

$ su-to-root -X gak
The program 'su-to-root' is currently not installed.  You can install it by typing:
sudo apt-get install menu

Indeed, installing the package "menu" resolves the error (though doesn't
get it working on my system, but that's another bug ;)

So really, this bug seems to just be a package dependency problem...

Please have gui-apt-key depend on menu.
