[Bug 481861] [NEW] make preload sleep when battery operated

Public bug reported:
Binary package hint: preload
preload is highly improving the cold startup of the applications.
However it has the drawback to increase the CPU and harddisk usage.
Those 2 tasks are increasing the energy consumption.
I still want to install preload because of the responsiveness
improvement but I would like it to have a smarter energy management.
