I identified the problem as the same as in

http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=508494

Installing TexLive 2008 installs a /usr/local/bin/install-info which is
called before /sbin/install-info and does not work. Problem solved by
renaming this file.
