[Bug 480134] [NEW] Unable to connect server localhost port 6667

I listen bitlbee installed from the Karmic Koala. Unfortunately I can not access the server at localhost.
I've already resigned myself added to the group bitlbee, which has not helped. I always get an error when trying to reach the server:
Irssi: Unable to connect server localhost port 6667 [Connection refused]

What's going on in Karmic? How can I reach the server?
I also have xinetd installed, and also added the correct entry that has not helped. I think it's a mistake somewhere, either in the system of Karmic or Bitlbee.
