OK, nice .... just found out that the behavior is changed again.
I have the old behavior of the original bug report back. But, one thing has improved.

If I start Twinkle immediately after starting KDE, it is invisible (unchanged behavior)
If I start Twinkle approx. 5 minutes later, the icon is in the system tray and the program is fully functional.

I do apologize for this mess. Changing behavior of a distribution gives
me the creeps. Currently I am considering to drop Kubuntu, it seems the
distribution is changing itself without my control over it
