Sorry to be verbose, but I've done a bit more testing and found that, as
long as I have the bottom panel expanded, it will now survive a reboot
without repositioning the panel or its included icons/items.

But, after a few reboots, I unchecked the 'Expand' box on the properties
of the bottom panel to get it to look as I'd like.  Then, after
rebooting, the panel appears on the top again and won't be relocated
until making it 'expand' again.

I haven't tried deleting the panel and recreating it, but would be
willing if you'd like me to.
