Please sync python-memcache 1.44-1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
Debian maintainer has switched to Debhelper 7, this makes our changes unnecessary.

    - bump Standards-Version to 3.8.3
    - bump required python version.

    - Using minimal dh7 now.

    - Bump to 7.
