[Bug 477783] [NEW] Please re-enable building libode-sp-dev and libode1sp as python-soya requires it

Public bug reported:

the package python-soya requires libode-sp-dev (the single-precision
variant of the library file) to build.  libode-sp-dev is build in the
debian version, but not in ubuntu and this breaks python-soya.

Could you please re-enable the building of libode-sp-dev?
