Actually, not all translation files requested by apt-get exist, e.g.
http://security.ubuntu.com/ubuntu/dists/jaunty-security/multiverse/i18n/Translation-en_GB.bz2
Without apt-cacher, apt-get seems to handle the error 404 (file not found) gracefully.
Apt-cacher seems to handle the error different and fails to report the 404 correctly to apt-get, thus the error message.
The guys at debian also have a ticket (and it seems a workaround & fix) related to this:
