[Bug 477532] [NEW] no lpia builds for avifile

Public bug reported:

In Ubuntu 9.10 Karmic there are no lpia packages for libavifile-0.7-dev
which is causing 'dependency wait' issues for pd-gem ppa builds, while
i386 and amd64 have no problems.

What I expected was avifile packages available for all architectures or some indication of why some architectures are unavailable.
What happened instead was no packages for lpia and no indication why.
