I can replicate the issue, download is slow, when I download from
http://releases.ubuntu.com/9.10/ubuntu-9.10-desktop-amd64.iso.zsync

Interesting point I would like to highlight is that when I download the same file  from other mirror (like http://releases.ubuntu.mirror.dkm.cz/releases/9.10/ubuntu-9.10-desktop-amd64.iso.zsync), I don't see this problem.
