[Bug 476148] [NEW] XFCE4-Power-Manager fails to shut off screen or dim it. Will suspend computer with Lid shut

Dear Sir or Madam:

I recently installed the latest version of Xubuntu 9.10 and no matter
what I cannot get the screen to ever shut off.  Unless I suspend the
computer or shut it off.  Screensaver settings do nothing to properly
shut the screen off in the specified amount of time.
