I can confirm this.  /etc/grub.d/20_memtest86+ is missing the lines to set the root correctly.  If your /boot is on the same partition as /, it works without those, because the prepare_grub_to_access_device statement in 00_header sets the root for / and that is the same as for /boot.
I have inserted the prepare_grub_to_access_device statement (see attachment) and in my case this works, but someone who knows what (s)he is doing should make sure there are no special cases where this would fail.

While this is not a seriously debilitating bug, it is kind of
embarrassing and should be quick and easy to fix.
