I experience the issue too :

** (taxbird:2518): CRITICAL **: global error handler called, damn.

No backtrace available.
ERROR: Value out of range 0 to 16: 50

as mentioned above, this error is "grave", as taxbird is useless with
this error

As a workaround I edited 
         /usr/share/taxbird/guile/autoload/22-ustva-2009-stub.scm
line 103 from
  "ustva-2009, $Id$"
to
  "ustva-2009, $Id: 98e44479b75616e6db2f3ba358975642dd44cde8 $"
