[Bug 472761] [NEW] libtool should be a build dependency

Public bug reported:

Binary package hint: netdiscover

apt-get build-dep netdiscover did not install the 'libtool' package,
which is needed to run the included autogen.sh.

Expected:
Package is buildable after doing:
  apt-get source netdiscover
  apt-get build-dep netdiscover

Instead:
  libtool had to be manually installed

$ lsb_release -rd
Description:	Ubuntu 9.10
Release:	9.10

$ apt-cache policy netdiscover
netdiscover:
  Installed: 0.3beta6+20080409-3
  Candidate: 0.3beta6+20080409-3
  Version table:
 *** 0.3beta6+20080409-3 0
        500 http://ubuntu karmic/universe Packages
        100 /var/lib/dpkg/status
