[Bug 469753] [NEW] Government Icons not displayed in freeciv-client-gtk

Public bug reported:

Binary package hint: freeciv-client-gtk

When selecting a government type in Ubuntu 9.10 and above, there are no icons to differentiate between government types.
The icons appeared in Ubuntu 8.04 - 9.04, so I assume their removal was due to the general gtk icon removal in Karmic

These icons should appear, as the menu looks mismatched without them,
and they aid in differentiating between government types.
