[Bug 380275] [NEW] Close signal should be sent if mouse button release occurs in close icon area

Binary package hint: window-picker-applet

# Steps to reproduce
 1. move the pointer on "close window" icon
 2. click hand hold mouse button
 3. move the pointer out of "close window" icon area
 4. release the mouse button

# Current result
 When you release the mouse button, the window is closed

# Expected result
 The close action should be canceled (as occurs trying to do the same steps in metecity)
