[Bug 378118] [NEW] /usr/share/dokuwiki/.htaccess should not be overwritten on upgrade (should be considered a config file)

Public bug reported:

Binary package hint: dokuwiki

The file /usr/share/dokuwiki/.htaccess is overwritten on update, but it
is meant to be customized (it is edited if the user wants nice URLs for
pages via Apache's rewrite module).  Perhaps this should be made a
symlink to a file in /etc/dokuwiki, or its contents should be moved to
/etc/dokuwiki/apache.conf.
