[Bug 377636] [NEW] Maximum value of rain delay is set to high

Public bug reported:

The maximum delay between the raindrops in the compiz-fusion "water"
plugin is 3600000ms, which is equivalent to 1 hour. I think this is set
to high, because you can't set small values with the slider. After 1ms
comes ~8000ms, then ~30000ms etc., if i want less time, i have to type
the number manual into the text field. Every hour one raindrop - thats
senseless (ok, the whole plugin is senseless :-D ), 5000ms should be
enough.
