[Bug 375783] [NEW] xdgMakePath doesn't make absolute paths

Public bug reported:

If I call xdgGetCacheHome, and pass that plus my app name to
xdgMakePath, it will fail. I doubt this is the expected behavior, and
I'm pretty sure the directory doesn't exist. This is on Jaunty
Jackalope.
