[Bug 374506] [NEW] Sox has lame disabled

Binary package hint: sox

I don't understand why the sox package has '--disable-lame' in the
debian/rules file. This makes it impossible to enable mp3 writing in sox
without rebuilding the package. Removing this build option does not, per
se, enable any mp3 capability in sox. You have to add lame and libmad
into the system to do that. So it shouldn't run afoul of any of the
codec and patent stuff.

Can we just remove this build option from line 13 of debian/rules? I
don't see a downside.
