Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu deltas were summarized in changelog : 
 python-minimock (0.8-4ubuntu1) intrepid; urgency=low
 
   * debian/rules:
     + Alter rules to allow building without python-support installed.
       (LP: #247275)
   * Modify Maintainer value to match the DebianMaintainerField
     specification.

this single patch has no more sense now, since the package has switched to python-support.
Here's Debian Changelog since current Ubuntu version:

 python-minimock (1.2.3-1) unstable; urgency=low
 
   * New upstream version.
     + Can now suppress tracking for a Mock instance by specifying
       ‘tracker=None’.
   * debian/control, debian/rules:
     + Switch to ‘python-support’ for Python packaging.
     + Use nicer override handling from later ‘debhelper’ version.
