[Bug 373387] [NEW] runs chpasswd without -m prior to jaunty

Public bug reported:

Prior to Jaunty, the shadow tools did not have a default system hash
configured in /etc/login.defs.  As a result, using "chpasswd" to set a
password requires "--md5" to be added (but only for VMs earlier than
Jaunty).
