[Bug 373045] [NEW] compiz always raises window on move

Using "Normal" or "Extra" visual affects will cause windows to automatically raise when they are moved.  The raise-on-click preferences are not honored.  This should not happen.  Changing visual effects back to "None" restores the desired behavior.
