[Bug 372820] [NEW] Missing pkg-config file

Many libraries have a pkg-config file to help building aplications that
depends on them. It would be nice to have such file in libopenusb-dev.
Here is an example, taken from GNU gsl (file /usr/lib/pkgconfig/gsl.pc):

prefix=/usr
exec_prefix=${prefix}
libdir=${exec_prefix}/lib
includedir=${prefix}/include

Name: GSL
Description: GNU Scientific Library
Version: 1.12
Libs: -L${exec_prefix}/lib -lgsl -lgslcblas -lm 
Cflags: -I${prefix}/include

** Affects: libopenusb (Ubuntu)
     Importance: Undecided
         Status: New
