I can confirm the bug.

It happens to me running Lyx 1.6.2 on Ubuntu 9.04 (64 bit).  I have the
latest versions of parcellite and glipper from the repositories.

Whenever Parcellite or Glipper are opened before running Lyx, I loose
the ability to select in Lyx with the mouse. The problem goes away
whenever Parcellite or Glipper are not running.
