I can confirm this happens to me when I try to write an image to a directory where the apache user doesn't have write permissions.
Running Apache 2.2.8-1ubuntu0.5, 5.2.4-2ubuntu5.6, php5-imagick 2.0.1-1ubuntu0.1, Linux 2.6.24-23-xen on Hardy.
