I have both an installed, customized version of Jaunty 9.04 on a 64-bit
system, and on a 32-bit system. Both systems, when I plug in a USB drive
that is not in fstab, the drive mounts automatically and displays on the
desktop. I also have a second hard disk in each system that mounts using
the mount command and displays in the directory I use to mount it.

Checking man thunar-volman, I read this:
thunar-volman - controls configuration of thunar’s removable media
Also, this note is the second item I read:
NOTE
       Note  that  usually  this command is invoked by thunar itself and you
       should only use this if you are having problems adding the device  as
       per the documentation cited at the end of this manpage.

By this, I would not expect thunar-volman to mount fixed media. It is
only intended to display your removable drives.

If this is a removable drive you are attempting to mount, please give
the steps to reproduce this bug in detail.
